Yes. Foreign nationals and companies can buy commercial property freehold in Dubai's designated freehold zones - the same zones open for residential - with no UAE citizenship or residency required. Ownership is registered with the Dubai Land Department, giving full rights to sell, lease, mortgage or bequeath. Offices, retail units and warehouses all qualify. Outside freehold zones, leasehold terms of 30-50 years typically apply.
