Yes. Since 2002 foreigners can buy freehold in designated areas such as Dubai Marina, Downtown, Palm Jumeirah, Dubai Hills and Creek Harbour, with no residency required. Mortgages are available to residents and some non-residents, but off-plan financing is capped - banks typically lend up to about 50% of the price, so you fund the rest yourself.
