What is Oqood registration for off-plan property in Dubai?

Oqood ('contract' in Arabic) is the DLD's system for registering off-plan sales before a title deed exists. After you sign the SPA, the developer registers your unit and you receive an Oqood certificate - your official interim proof of ownership. Registration is mandatory, normally within 90 days, and the 4% DLD fee is paid at this stage.
