Do I actually need a UAE bank account to buy the property, or can I pay from abroad?

Not always. For off-plan you wire directly to the developer's RERA-regulated escrow account, so no personal UAE account is needed to complete. For ready property, the DLD Trustee Office expects payment from an account in the buyer's name. Either way you'll want a UAE account afterwards to receive rental income and eventual sale proceeds.
