Yes. Every legal property advert in Dubai needs a Trakheesi permit from the DLD, and its number must appear on the listing across every property portal and even social media. Permits cost around AED 220 and are valid about 60 days. Only RERA-licensed brokers can issue them, which is why portal listings normally run through an agent.
