To apply any increase you must notify the tenant at least 90 days before renewal; otherwise the contract rolls over at the same rent. The tenancy auto-renews on existing terms, so you cannot simply refuse renewal or evict to charge more - evicting under false pretences to re-let at a higher rent is an abuse the RDC penalises.
