If you're non-Muslim, yes. Since the February 2023 reforms non-Muslim residents have full testamentary freedom and can leave their entire Dubai estate to one person via a registered will - there is no forced heirship. Muslims remain limited to bequeathing one-third freely. Without a registered will, courts may still impose default shares. Seek legal advice to lock it in.
