What is an NOC and why does the seller need one?

An NOC (No Objection Certificate) is issued by the developer confirming the property has no outstanding service charges or obligations and that the developer does not object to the transfer. The DLD will not register the sale without it. The seller applies for it, fees usually run AED 500-5,000, and issuance typically takes a few working days.
