Yes, a long-lease tenant can hold a holiday-home permit, but only with the landlord's written NOC allowing short-term subletting, plus the building NOC. The permit can be in the tenant's, owner's or a licensed operator's name. Without documented landlord consent DET will not approve it, and listing anyway breaches both tenancy and tourism law.
