Can I refuse to accept handover if there are defects?

You can refuse handover for major defects that make the unit uninhabitable or that differ substantially from the SPA. For minor cosmetic snags, refusing may be seen as unreasonable since they're fixable during the DLP. Best practice: don't sign until material defects are closed or a written rectification plan with fixed dates is agreed.
