Are chiller and cooling charges included in the service charge?

In buildings on district cooling (Empower, Tabreed, Emicool), cooling is billed separately from your service charge and DEWA, typically as a consumption charge plus a fixed annual demand/capacity charge per refrigeration ton. Some older buildings with rooftop chillers instead bundle cooling into rent or the service charge, so always confirm the setup before buying or renting.
