Are chiller and cooling charges included in the service charge?
Usually no. In buildings on district cooling (Empower, Tabreed, Emicool), cooling is billed separately from your service charge and DEWA, typically as a consumption charge plus a fixed annual demand/capacity charge per refrigeration ton. Some older buildings with rooftop chillers instead bundle cooling into rent or the service charge, so always confirm the setup before buying or renting.
