What is the Dubai service charge index and RERA approval?

The Service Charge Index is the DLD/RERA benchmark of approved per-square-foot rates for each registered building and community. A management company or owners' association must submit an audited annual budget to RERA via Mollak for review and approval before charging owners a single dirham. This prevents arbitrary increases and lets owners verify the rate they should be paying.
