Individual owners cannot negotiate their own rate; it is a fixed RERA-approved per-square-foot figure applied to every unit equally. Owners collectively, through the committee and AGM, can press management to cut costs and lower future budgets. If audited year-end accounts show a surplus, it is normally carried forward or credited to owners.
