Are Dubai service charges negotiable or refundable?

Individual owners can't negotiate their own rate; it is a fixed RERA-approved per-square-foot figure applied to every unit equally. However, owners collectively, through the committee and AGM, can press management to cut costs and lower future budgets. If audited year-end accounts show a surplus against the approved budget, it is normally carried forward or credited to owners, not kept by management.
