Do tenants or owners pay the service charge in Dubai?

The service charge is legally the owner's obligation, not the tenant's; it is a cost of owning the property. Owners can factor it into the rent they set, but cannot separately bill a tenant for the RERA service charge. Tenants do, however, usually pay their own DEWA, internet and any district-cooling consumption charges directly.
