What is an owners' association or owners' committee in Dubai?

It is the body representing unit owners in a jointly owned property. Under Law No. 6 of 2019, owners' committees, which replaced the older owners' associations, work with the appointed management company and RERA to review the annual budget and voice owner concerns. They don't unilaterally set charges; RERA approval is still required, but they give owners a formal say.
