Who sets Dubai service charges, the developer or the owners' association?

The management entity, an owners' association/committee or the developer's appointed management company, prepares the annual budget, but RERA must approve it before any charge is levied. Under Law No. 6 of 2019, owners' committees represent unit owners and review budgets. Developers must also pay service charges on their own unsold units in the community.
